The client supplies heat to approximately 56,000 homes, industrial and commercial enterprises, and public buildings via a total of 249 km of district heating and 11 km of local heating networks. Due to the advanced age of the plants, signs of wear and tear, and the use of heavy fuel oil, which is likely to be prohibited in future for emission control reasons, the client had to make considerable investments in the existing plants.
In addition, various risks, such as stricter requirements for low CO2 emissions in heat generation, are influencing the generation structure. At the same time, the new Combined Heat and Power Act promotes the construction of modern CHP plants based on gas, biomass, waste or substitute fuels, among other things, as well as the construction of storage facilities and district heating pipelines. Against this backdrop, a cross-divisional project entitled ‘Generation Strategy 2030’ was launched to develop a clear concept for ensuring a sustainable and affordable heat supply in the future from a wide range of conceivable options using a scenario-based approach that meets the requirements for sustainability, economic efficiency and security of supply and can be realised within the time frame set by the modernised KWKG. Dornier was commissioned as the general planner for this project.
