Federal funding for efficient heating networks (BEW) has been available since 2022. Operators of existing and future district heating networks receive support in planning and implementing measures to decarbonise heat supply. The first step is to draw up transformation plans or feasibility studies in accordance with BEW Module 1, which may also include planning services in accordance with HOAI 2-4. Such plans and studies are a prerequisite for applying for funding for the implementation of investments in green heat generation, including network-side measures.
Since 1 January 2024, all municipalities in Germany have also been legally obliged to draw up municipal heating plans. This is a broader approach that considers not only the decarbonisation of district heating, but also the heating supply for the entire municipal area.
